Realistically speaking, that's bull-shit. If your eyes can slow down the world around you and read someone's movements, how fast they are doesn't change much. Eyes that can anticipate the future are still that and nothing changes it.

The average Sharingan user is not your average shinobi because the Sharingan is not an average ability. It greatly enhances the wielders sight and combat ability.

Facts are that precognition is just too over-powered of an ability to use often, it's a fight-ender.

Honestly, precognition is pretty much a negation of the speed of your opponent. If you can see where someone is going before they're even there, having the speed to move before they get to you is irrelevant. You have about a 15-30 second interval to move out of the way.

what the hell are you talking about?

Precognition simply means you have foresight of an event before it happens. Rather thats .0000001 seconds before it happens or even 300 seconds before it happens its still precognition.

Based on feats 3t sharingan seems to see things a second or 2 before it happens but it really depends on the speed of the target.
