we donot know wHAt ems have to offer .

We have not seen EMS fully.We just seen sasuke susano when he had ems but he had amaterasu arrow when he was in ms also.

And about this, we don't know yet. Maybe a mix of rinnegan and sharingan get's u the ultimate eye. Maybe he's going to use that eye for the izinagi and it's not the EMS eyes, it's just a regular sharingan.

Becuase he couldnt use his s/t jutsu without it. That doesnt change the fact that Rinnegan is overall the strongest Doujutsu, more powerful than EMS.
