Well we don't know for certain. Weren't like 10s of thousands of shinobis dieing from the zetsus. Of course Itachi can't control that many individuals. I assume Madara would be stronger seeing as he has both rinnegans, so his abilities would automatically surpass anything most ninjas could do.

The sneak attacks were just starting at the time Ao made that comment, so they were only beginning to witness the exact number of controlled people. Also, didn't Madara give his Rinnengan to Nagato at that time?
