False. It can work as any ratio, as long as it's possible. It can go 80:20 (Hagoromo:His Brother) = Juubi's Strength or anything like that, as long as it's concluded and shown as equal to the Juubi's strength.

Also, you need clear evidence as to when he and his brother were portrayed as "equals" because it's clearly something you get from asspulling ideas out of one panel.

1. Kaguya was already stated to be above Hagoromo. Not debatable.

2. Naruto and Sasuke are above Obito now, not even a contest.

3. Hagoromo's brother is featless with zero hype. Shouldn't be on here.

4. Hashirama is not on par with Ashura or Indra. Not a chance.

6. Sage Mode doesn't do anything tremendous for Minato, nor does it even last long enough for him to even be considered a factor, he needs to move down to where Tobirama and Itachi are at.

8. Hiruzen needs to go.
