Well, I heard quite some rumors of Su being part of the red lotus, at first I didn't believe it but, then I saw this.

] But in that picture we see Su, and she seems to be on the shoulder of Zahir (OMG), But not only that, Zahir told us his plan and what he wants to change..

He wants to remove any type of political power and structure to gain ''true'' balance.. Now look at this.

Well this kinda looks like Zahir wants to accomplish, not to mention it all seems fishy that she was with Aiwei
who turned out to be part of Red Lotus aswell.

The fact she let them go after a group of people who were solidly handling the entirety of the her city is ridiculous. It's going to ultimately culminate in the sisters fighting.

Most likely a former member of that group...since the previous episodes depicted that she was young and wild during her younger days and this suggests that she mixed with the wrong company.
