1) She was weakened, and Zaheer was in his own right a pseudo-master airbender.
2) The poison probably prevented the avatar state as being as strong as it could be.
3) It was stated she lost her connection to the previous avatars when Vaatu and Unalaq "killed" Raava. In essence, when Korra merged again with Raava, it was a "new" Raava, thus making Korra the Second First Avatar (How's that for irony, or oxymoron, or something like that) She restarted the avatar cycle with her being the first avatar

So, if Zaheer said in order to fly, that would mean he'd have to let go of his earthly tether (love, materials, etc) This was the same thing for Aang in order to learn how to control the Avatar State. Aang was a master in Air Nomad culture, and implied that he knew of Guru Laghima, considering Tenzin had to learn of it somewhere. WHY DIDN'T AANG TRY TO FLY
