Yeah, that was even stated in the Naruto anime series (the one when they were kids) he can walk on water, but he could not mold his chakra well which explains the fact that he couldn't use ninjutsu or genjutsu to a certain degree

Rock Lee has no talent for ninjutsu or genjutsu but he is not incapable of using ninjutsu or genjutsu so when he tries hard enough he can learn jutsu like tree walking and water walking but it would have taken him months or longer to learn.

When you preform a Ninjutsu or Genjutsu you mold your chakra into a certain power, you do not do this when you use it for other tasks such as walking on water or walls. When you do that you only focus your chakra at your feet and concentrate it, any human who has working chakra are able to do that.

Lee is the opposite of Naruto,Naruto has large well develop chakra coils,Lee has small under develop chakra coils When Naruto pump Lee like the rest of His friends with chakra for the Rasengan Lee itself had droughts that it would work for Him but Naruto pump enough chakra to overcome Lee problem.

Deduction look Naruto has too much chakra so He sees up on small jutsus but it works fine on large chakra jutsu. Then you have Lee not enough chakra for any jutsu and what controls the flow of Chakra a person coils and by training them they get stronger and bigger yet Lee can't doit on His own, only logical conclusion is He was born with unusually small chakra coils,if it were an injury someone would have detected it long ago and tried to do some repairs on it to let Him do some.
