Lee with the 9 tails cloak: OP? Same amount of power as regular?

Funneh you mention that... I was about too edit in my OP with "the 9 tails cloak must be close to Lees removed leg weights speed, and or close to his gates mode AND removed weights... one or the two methinks.

If you look at Manga 616 Lee,Gui and Ten ten do not have the cloak on them as they look at Neji's body,their in normal mode.

and then on top of that we have atleast 6 gates which he can use...
