apparently opening the gate of death grants you power greater than a kage so i guess in the time period that the last gate is open, lee would be stronger than all kages.

I think with all his gates open Lee might be faster than raikage (wih just taijutsu, no gates or lightning armour lee is definitely faster) but raikage wins no matter what because he has incredible speed and awesome power
