Debated this numerous times; Lee wins very high-difficulty... but all fanboyism aside, it could go either way as of right now. Lee will undoubtedly surpass Neji soon enough.

Yeah, I'm pretty sure Lee takes this extremely high diff. He knows of Neji's CQC skill and Air Palm, plus Jyuuken doesn't work to its full effect for obvious reasons. It's pretty safe to say that's he's faster than Neji in Gates, possibly in Base as well without weights, and speed is key in CQC.
