don't think Lee can even touch or cause any damage to the Raikage without opening the gates.

and with the gates, not that sure if he'll be able to cause enough damage to bring him down before the time runs out.
since I believe a V2 Raikage will be able to evade some and block some of his attacks.

IMO Raikage wins.

Well assume that that in one scenario Ay starts V1 and Lee starts fifth gate and the second is the same but Ay is V2
