All he did was reacting because he couldn't catch up with Lee's speed. He just waited for the right moment.

I say Gaara rightfully won. I think that if lee did not do any lotus what so ever, he could have easily beat Gaara. But, once he did the lotuses, he hurt himself far more than he hurt Gaara, especially after that first one that failed. He took far too much damage. Gaara rightfully won after lees lotuses. If lee had not used Ny lotus at all, and just kept on hitting Gaara, he would've done just fine and probably won.

The Etreme Lotus was basically just punches. But HARDER.

But seriously, Lee had no way of knowing whether Gaara would ever get tired. As he couldn't injure Gaara with a simple punch, and Initial Lotus was ineffective, using the Extreme Lotus seems a better tactic than to just rush around and tire yourself out.

Though, of course, if Gaara had been angry enough to draw on the Shukaku it might have ended differently. Because while he's faster, he doesn't seem as fast as Lee, and the lack of full-body protection would make the Extreme Lotus effective.
