I think he means this jutsu the only I can see potentially overcoming it is Choji.

Boruto pretty much got fodderised(pre chunin exam) by a Zetsu no difficulty so excluding him I can agree.

Sporulation Jutsu does go undetected to the very Kage level but the counter is as easy as ever. Despite the fact that it will absorb some chakra, many people have been able to counter the parasite doppleganger even the massed produced once that were enhanced with Yamato's senju powers.

So honestly what can Zetsu do to team Konoha? The traditional Zetsu only has 3 jutsus which are sporulation jutsu, Mayfly, and Substitution technique. He is a supplementary character and not a frontline fighter who needed help from Yamato and the bijus to mass produce a White Zetsu army to weaken their opponents through
