lee is the fastest ninja

Lee's speed was impressive in part 1, especially at the chunin exams. Since then he hasn't really shown any high speed moves, especially something that would rank him as one of the fastest... so no.
Considering only muscle speed (if i can call it that) he might be second, he still is miles away from Guy. So no not even this way, he is not the fastest.

yea i think now in part 2 he is as fast as guy or faster

I agree with you completely, but I think there's a subtle misunderstanding here.

I think what the OP is trying to praise is Lee's normal speed, i.e., no gates or chakra.

Lee always has his weights on. Even now during the war he has them on. Hence, he is always handicapping his speed. When he took off his weights, that was his normal speed. He wasn't using any gates or using chakra. He was essentially just running and jumping around.

Now, when compared to Naruto's and Bee's cloak, A's Lightning Armor, etc., this speed is negligible in comparison, but in terms of speed without chakra augmentation of any kind (a.k.a., running), Lee (and Gai for that matter) most probably rank near the top.

Well I can understand that then. Although we haven't seen any base speed from Lee since Part 1, but I guess he probably is around raikage's normal speed and Minato's.

I would still probably give Minato the edge in speed though, I mean his whole fighting style was based around his speed so don't you think he probably worked on that the regular way as well? I mean in the Kakashi Gaiden he showed just how fast his normal speed is, same as against A and Bee.

So base speed Lee is probably either tied for second or third or fourth in top base speed, behind Minato and possibly tying or beating A and Guy.

i say he is only behind gai for base speed mostly because minato is dead so he doesnt matter

It's true anyone can learn how to open the gates, but this only applies to the first 1 or 2 at best. The fact that Gai and Lee can go 5 gates and beyond is truly a marvel.

Kakashi says himself during Lee and Gaara's fight that being able to open that even with training alone it's not possible to open that many gates. He even wonders to himself if Lee might be a genius afterall:

Well, rock lee is fast.. but time progression everyone seems to surpass him.. even with speed.. you see lee isn't a talented ninja.. a hard work ethic can only get you so far.
