I would like for you to first explain to me your knowledge on both Chakra & Ninjutsu. If you have any questions regarding the two do not hesitate to ask

Ninjutsu is basically a term used to describe a set of skills and abilities used to control ones life force "chakra" and using it as raw energy or manipulating it for use as a weapon which have real effects on surrounding objects.
Ninjutsu includes techniques like walking on water,walking vertically up a tree and making shadow clones etc.Rasengan is also a part of ninjutsu as it includes shape manipulation and nature transformation,which are an important part of ninjutsu :-
- 'Shape manipulation' itself controls the form of chakra, its movement and strength. usually not involving the manipulation of the environment, or rather the elements of it.
- Chakra Nature Manipulation on the other hand is changing the properties of ones chakra, allowing him to control elements, the simplest example would be heating chakra and manipulating fire.
There are basic ninjutsu techniques (basic five) and advanced ones (combination of two or three elements).Healing techniques are also a part of ninjutsu.Ninjutsu is important in battle because it can tilt the battle in favor of the user.
Nice, you hit a couple of points there that I wanted to address..

Chakra:
You should also know that Chakra is comprised of both Spiritual & Physical energy of a living being, whether that being be human or animal, all creatures have a chakra network than runs through their system. Spiritual energy is thought of as being related to the being's mind & spirit, I would like to think that the more a living being is in tune with their mind & spirit, the more control they have over their own chakra, leading me to believe this is how one would gain a mastery over their "Chakra Control" a title used in many aspects of the Narutoverse. Physical energy is related to a being's body & vitality, something that can also be seen as one's inner strength & "Will". A life force with a greater physical energy would usually have a large source of chakra.
Chakra itself does not require to have an equal amount of both Physical & Spiritual energy. As noted some beings have a greater source of physical energy while others a spiritual. An example of a large source of physical energy would be the Uzumaki, a clan that is named for having large sources of chakra due to an extended life force. An example of spiritual energy would be the Uchiha, their Sharingan has a closer relation to spiritual energy rather than physical. This allows a Uchiha member to gain a visual prowess over such others like Senju or Uzumaki.
Ninjutsu:
Ninjutsu is a skill that allows one to control & manipulate their chakra, resulting in them creating a desired technique. There are two main portions of ninjutsu that are used to "enhance" a technique, these are known as Shape manipulation & Nature transformation. Shape manipulation gains the user the ability to alter the form of a given technique, allowing them to create a desire shape to an already existing chakra source of their own, this can allow the technique to gain a different effect than it's original form. Nature transformation is the basis of elemental chakra (the basic 5 elements being the most common used & in some ways the "pillars" to creating advanced nature types), something which consists of altering chakra's nature to gain a set of characteristics & properties.
Handseal are hand gestures commonly used to better manipulate/mold a user's chakra. it usually aids with techniques that would require more concentration, & gain an improved control over a technique.

Certain jutsu can be performed regardless of there being a presence of water or not. I would say these would be less powerful than jutsu that require a source but as we have seen from certain ninja (Kisame & Mei), they have the ability to create powerful water jutsu without having to rely on pools of water surrounding them. Saying powerful is a broad term as well. Our RP system determines power by the rank of the jutsu & will always note if they can be used with or without a water source. Of course if there is only a puddle of water & you want to perform certain jutsu that create waves that cover a large area, then it would not be about power as you simply would be unable to perform the jutsu.
In which way you apply water jutsu will also take in effect in regards to power. Creating a large mass of water that can cover near enough, an entire field can be seen as a very forceful attack. You can also compress water to create condensed forms that move at great speeds, which on impact are backed with a great deal of force. Hopefully that can shed some light on your question.

(Kirigakure No Jutsu) - Hidding in Mist Jutsu

You begin releasing your water chakra over a large source of water, the chakra combines with the water & has water molecules rise from the source creating a thin mist. You continue passing your chakra creating a thicker mist to obscure your opponent's vision.
You first take in a deep breath, building your water chakra within your lungs. You then exhale releasing a stream of mist that slowly begins spreading over the field concealing anything within.
A very popular jutsu, commonly used against Sharingan users. It comes with its drawbacks as unless you have a byakugan, there is no way for either side to see each other through the mist. It can be used to create tactical situations to your advantage. Remember to use all other senses while in this mist, being as descriptive as possible allows you to gain an advantage over your opponent. Noises are the biggest give away while in this jutsu, try & be creative when attacking in the mist. Maybe use an earth jutsu that covers a large surrounding scale.
(Suiton: Mizu Kuri No Yaiba) - Water Style: Sword of Draining

You begin gathering water chakra around a desired hand. a "blob" of water begins forming & as it does you then focus on shaping the blob into a sword. on completion your grip the hilt of the water blade, treating it as it a normal weapon.
A basic jutsu allowing you to created a bladed weapon through basically nothing >.>. Best to be used in close combat situations, as your opponent is distracted.
In which way you apply water jutsu will also take in effect in regards to power. Creating a large mass of water that can cover near enough, an entire field can be seen as a very forceful attack.
