Alright lets make this quick.
Concentrate wind chakra in your hands, raise them over your head then move your hands to the sides, as you do release the gathered wind chakra and scatter it above you into feathers as you mold and compress before shooting.

Small amounts of chakra? Where that's how far it got you.
And you dont release the wind chakra from your hands through the motion of bringing them to the sides. Chakra control is supposed to do that, so quickly bringing them down to your sides is not the way to go about it. You just swinged your arms, not much happened there. After you have released the wind chakra in your hands your then supposed to compress the feathers together and send a large, spiraling stream of them at once. Hand motion is the key to this technique but not in the way you performed it.

Do it again and this time, do it right.O_O
