Is it possible to learn jutsu or a element without a biography?

nope. it is required to have a bio to learn jutsus, battle RP, and such.

Then what do i put in the elements part of my bio?

depends on the bio. Since I'm assuming your creating one and not a uchiha bio or any sort of restrictions, Any one of the 5 basic elements and you want to learn. Basically If it's Katon then put Katin - Needs Training that is all
