I believe that the leaf village and lightning village if combined would be able to take on the entire ninja world, excluding all the edos .

edit by excluding edos i also mean this takes palce before all the edos appeared and such

honestly they have the most talented ninja throughout. Strong leaders, tsunade and raikage
on top of that leafs got shikaku for military plans.
