I could've sworn that the 11th division prohibition of all combat styles except melee zanjutsu and Shunpo was not enacted until the rise of Zaraki.

I have a theory that Tousen's friend was a kenpachi(9th) who was killed by Kiganjo. Tousen joined to get revenge on him but Zaraki killed him first which is why tousen despises him.
