Law said this to Dofy. I'm more than positive he's talking about the will of D all together (meaning not just luffy). I'm only saying this because I really want this to happen but I think "Dragon" will cause an uproar. Ivankov already said back at impel down that dragon was about to make his move. According to law the world didn't drastically change. The strawhats don't have enough...strength in order to create havoc throughout the "entire" world. Dragon is the only person besides luffy with the will of D to be able to achieve this.

Law has always been a very knowledgeable character. It's likely he's bound to know something about the revolutionaries.

It really makes you wonder just what does "D" represent. Good? Bad? We see Luffy, Ace, Garp, and Dragon with the D. initial but Blackbeard has the D initial too right? I doubt all the D people will come together with this being the case but I'm expecting we will see more characters being introduced with either more knowledge of the Will of D or more characters who possess this will

To be honest with you I just think Law was giving Luffy a nickname or something like that, I could be wrong but I doubt Law knows a lot about the Will of D.

However it does make me excited thinking about future arcs and with Law saying what he said it just makes me want to see Luffy fight a Yonko or Admiral (Even though I know he would lose at the moment)

I'm thinking two plausible ideas.


1) Rather basic, but Law is following on natural observation and hear say.


A: Whitebeard gave his speech: He's not the right D.
B: Law can likely see that Dragon, Luffy, Garp, Ace, Rodger, and BB all obtained high positions/infamy/fame

Naturally he concludes whatever D is... It's there for the people who change the world or turn it asunder. Just as Luffy turned around Marineford, he shall turn the world again.


2) Law actually has some manner of Intel on the Will of D. Being an intellectual like Robin. It's not too crazy, but shocking someone other than Robin would move on their pursuits. Of course he was aware of CP-AEIGIS-0 so this may mean he's delved into some history context.
