u are right about the chakra. but the sage sent the 10 tails body (void of chakra) into the moon.

gedo mazo is the vessel of juubi
so6p sealed the juubi within the moon - but divided it into 9 tails

so6p extracted the 10 tails chakra and created the 9 tail beasts with it, with just the chakra. But the 10 tails body was sent to the Moon. Simple.
