While he is right, his behavior still shows he wouldn't be a good Hokage, a Hokage leads and inspires, he doesn't let his power go to his head and treat people who are weaker like trash.

But seriously, Sasuke is better of being the leader of the police force or the ANBU instead of the hokage seat-as in the police/anbu that level of brutal honesty is a positive trait.
