OT: Yes, if the chakra points are 'Blocked" then normal blue chakra cant flow as there is 364 points in the body yet neji only struck 64 meanin that he blocked all access to naruto's blue chakra.
Also healthy CM2 Kido only received one hit from juuken yet he could not mold his chakra.
