They were obviously not trained how to handle a situation like that. The owner was talking to the dog, the dog was just worried about his human. It wasn't out of control. That cop pulled out a firearm entirely too soon

That was barely justified. All dogs act like that when a stranger approaches them, especially one that is restricting their owner.

The cops should have tried to show the dog they were not a threat rather that trying to reach towards it. If it was continuously jumping up and biting them then it would be justified, but that was not the case here.

They simply agitated the dog to give themselves a reason to shoot it, rather than waste time trying to pin it.
