lack of development of the non-main characters is very disappointing

Well the manga is almost over, generally the amount of development for non-main characters disappears at that point.

Their stories have been told, giving them development now would take away from wrapping up the stories around the main characters.

The amount of talent one has has nothing to do with development. If anything, the lack of development is one of the reasons why there is a lack of talent...they haven't had the panel time to progress or show their talent.

The whole conflict of the story mainly revolves around people who have some connection to the sage of the six paths (Senjus, Uchihas, Uzumakis, Jinchuurikis, Rinnegan users, etc...). The rest are just doing their jobs. Take Shino or Lee for instance. What would be the point of developing them at this point? It would do nothing for the story.

Why do you think kishi would be able to develop side characters well when he is struggling with who he calls main characters. Still trying to maintain some sort of a war. He needs to deal with the people he is calling main characters before trying to juggle more.

Well I feel that if Naruto is going to include them as great friends and show such value for their presence, they deserve a BIT more spotlight. Honestly, I felt there were chances that were destroyed by rushing (for whatever reason he had or chose to). Eg. Choji or Ino's involvement vs. Kakuzu in the manga (even if they didn't end up doing much). Or all of the support they get once Naruto and co. arrives. Even the Itachi Retrieval Arc had potential x_x
