Why did Tobi summon the kyuubi to attack konoha ?

What is his purpose if all he wants is to fulfill the moon-eye plan by gathering the tailed beast ?

one less Nation to appose him also he didn't have the Rinnegan implanted in his eye yet so he couldn't summon the Gedo Mazou to absorb it

so he could only keep it under a Genjustu
