Technically the Sharingan comes from the Juubi so everyone is using bijuu power. And the use of bijuu power is natural because Hagoromo also had bijuu chakra. Might as well say JJ Madara is weak because he relied on the Juubi.

Well Sasuke was in no condition to retrieve Itachi's eyes. It was either Zetsu or Obito. So the credit for Sasuke's EMS should go to Obito.
