Just curious if this has ever been resolved..Who is responsible for having the nine tails attack?Tobi told Sasuke that it was a freak accident (lie) but he didnt have the ability to unleash it did he? If so how? Gedo statue??

Im leaned more towards it was Orochimaru who actually had the kyubi summoned Via Madara....simply to spite Minato becoming the Hokage and him not being chosen...it makes perfect since, and even more if considering with Danzo, the leaf could have a tailed beast again,,,
Just curious, has this been definetely figured out? Or is it still up in the air?

Also, who was the mizukage trying to summon back when he was fleeing from the Shinobi alliance...Madara?

yes.he used the same s/t tech when fighting minato while the kyuubi was destroying konoha
