In a way, you're correct, however, Kyouka Suigetsu can't exactly force you into doing something like KA, it can manipulate you into doing it, in a way, it's less effective.

IMO Kyoka Suigetsu should work better against top tiers as Totsuka needs to pierce the opponent and hence the opponent must be slower than you.
