) that most of the bandits had already been wiped out so how in the world can such down trodden bandits gain such high tech modern equipment? It is obviously the doing of someone who has wealth and power but those with wealth and power wouldn't resort to banditry because they are already wealthy. It is obviously someone with ulterior motives and this is obviously Kuvira's doing as her ulterior motives involve uniting the Earth Kingdom under her rule. ) or else she threatened that the bandits would overrun the state as it succumbs to hunger. Not only that but she recruited bandits into her own army (

). This was done to torment those in the Earth Kingdom that don't swear loyalty to her so that once they do swear loyalty to her, she can be seen as a hero as the bandits would stop attacking (
