As a mother
Kushina was a mother for barely an hour, but in that time she proved her greatness and worth as one. Exhausted from childbirth and a subsequent Bijuu removal, Kushina still managed to jump in to protect her child from a Bijuu, getting impaled clean through in the process.
Her love for Naruto was so profound that she couldn't withhold her emotions and she proceeded to preach exemplary values and rules to her newborn. He was incapable of understanding what she was saying but Kushina believed that her words would make their way to his heart.
Even in death, she returned and assisted Naruto in gaining control of Kurama
As a shinobi
Kushina was a necessary asset to Konoha who requested for her to be sent from her village to become Kurama's Jinchuriki. She possessed very powerful chakra and lifeforce alongside insane durability which was demonstrated when she was still able to restrain Kurama (who is the strongest Bijuu by a considerable margin) after childbirth and his subsequent removal from her
Her husband, Minato presumably learnt Uzumaki fuuinjutsu from her which means she was quite adept and skilled with her clan's signature technique as well
As an individual
Kushina was a strong and fierce woman who did not allow the mockery of her hair color to make her feel any less of a beautiful person. Surprisingly, she was a close friend with Mikoto Uchiha as well.
The fact that an Uchiha was one of her close acquintances during a period where the clan was being lightly stigmatized by some in the village is proof of her value not only as a mother or shinobi, but as an individual as well.
