Well if Kishi allowed Minato to be as good as he is then what stops him from making a clone to go to where Edo Madara and Edo Hashirama to seal Edo Madara. Alive Madara at full power was able to react to Edo Minato after seeing his Kunai at his feet; Madara even said the gap in power between him and Edo Tobirama was too big now. Edo Hashirama and Edo Minato together would take down Edo Madara if Edo Hashirama alone restrained Edo Madara. Also Madara never faced KM/BM Edo Madara who can use shunshin to increase his speed even more.

Minto Hype was real too me

He was High Kage level before the Bijuu power... He defeated Bee and Raikage without Same Mode or Bijuu Power..
Had an InComplete Sage Mode more advanced than Jiraiyas which he wrecked them Pain with
Had Full Mastery over Bijuu which took Naruto over 10+ Years
Mastered the 2nd Technique which is top 10 Techniques
Saved the Shinobis countless times

As much as I like Kushina, she already met Naruto in his consciousness so it'd just be pure fan-service if she gets revived by Edo Tensei. She has already played her part in the story so there's no point in bringing her back again.

Minato, on the other hand, still had some purposes left to the story, particularly the closure of his student-relationship with Kakashi and Obito. Not to mention, he saved the Alliance numerous times, and had Yin Kurama which played a significant role in Naruto's revival.

I don't see how replacing Minato with Kushina would have done more than what Minato has already done.

Chains strong enough to hold the Nine Tails right after she gave child birth and had the Nine Tails extracted from her. She's a beast.

A death bed Kushina could tank a big claw to her chest still manage to hold down Kurama should able to do quite damage to the war.
Her chain should not inferior to ten tails chain but quite similiar and should able to fodderlize JJ madara at ease - ofc as edo body
