Kushina maybe just might come

Kushina said she'll come one day to help Naruto control the nine tail power. Now if Naruto gets the full nine tails she might come to help him control it plus Minato use his ans her chakra to help seal the nine tails. So if Minato gives Naruto the other half it will not release the nine tails chakra but Kushina chakra to which might just bring her. Just a theory

Im pretty sure she meant she'd help when Naruto decided to play tug of war with Kurama. Her role is finished, there's really no other reason that I can see for her to return. Its a good theory, but from Kishi's perspective I dont see it happening. Besides, if she did appear, thats just one more person Kishi has to force panel time for.

Well you all ask that question so let me explain what if Obito can't control the 10 tails and the 10 tails come out of its perfect form. Kushina could be used to help seal it or use her chains to bind it. Who knows we could even see her fight. Just a theory

She already helped him gain control of Kurama's chakra (KCM). He has full control now (Bijuu mode). And since he is friends with Kurama both dark and light, he does not need Kushina's help.

Her purpose was to help naruto get KCM and she has already done that. No need for her revival.
No one else needs to be revived, if anything more deaths are needed.

That was the "someday" part she referred to. The day she helped Naruto take over the nine-tails. I don't believe she is coming back because, otherwise, the current bonding between Naruto and his father and the feelings conveyed wouldn't make sense.
