I remember in that episode of shippuden she met naruto. And with only a bit of her chakra she took chained down the nine tails.
I'm just saying that she might be one of the strongest characters

i've never seen kushina being in a versus thread or kushina being in any thread other than hottest females :|

if i have to rate her she would be a high-kage level shinobi since she also had nine-tailed chakra
but she didn't sync with the nine-tails like naruto so rated a bit lower than naruto :shrug:
