I wouldn't say she makes Tsunade look like crap....All I remember is that when Jman is about to go get killed by Pain Tsunade says Naruto had her fighting style or something (aka shadow clones)...so if she has any strength like Tsunade than maybee she is one of the strongest girls in the Narutoverse...otherwise we don't really know enough to say that in all honesty!!!!

She had the potential to be the strongest female, and a top tier among men.
She had great chakra, also had the full 9tails, plus a large knowledge in sealing techs, and was persistent.
But we never really saw how good she was, also never took control of 9tails, and was clear at some point she turned more in a house wife. So doubt she was a great shinobi, simply because it was not her priority. Wild guessing, I'd say she was a low Jounin at best.
