As we do not know the extend of Kushina's power, he cannot have a definitive winner.

We all know Kushina is from the clan which developed the best seals in Naruto Universe so she wouldn't need any kiuby to finish Tsunade.
As for the Jinchiuriki part. She never learned to control the kiuby or be friend with it so rampage is not her option since she can die (that time was no wood style user around) and she would never risk the village safety when she knows she can destroy tsunade with seals.
