I'm a bit confused what we're supposed to be comparing here since you gave them equal physical power. Their reactions and speed and all that? Neither have really shown amazing tai besides punching or kicking enemies / the ground.
The location is a desert so it nullifies terrain tactics. Well

so I think his statement probably took into account taijutsu skill to a higher degree compared to ninjutsu.

Sakura's style of combat is linear in nature and if she opens up with a linear Punch then Kurotsuchi should easily react and counter with a heavy blow simultaneously as her punch and stance indicates that her fighting style is probably based on the Wing chun style , which is full of movements to punish Sakura's canon linear fighting style and the postures she takes while attacking for days.
Kurotsuchi should win low to mid-diff.

Also what if it is Kurotsuchi who opens up with a punch and not Sakura?
Kurotsuchi's hyped to be a skilled genjutsu user as well. I guess she beats Sakura in all three shinobi arts. Dat Tsuchikage.

This doesnt make sense at all because it would mean that people like kurotsuchi and gara are better than lee in taijutsu which is impossible.

Edit :well she was there :lol but still isnt a proof because gara isnt even known as a taijutsu master yet he was included in shikamaru's statement.

Tsunade could likely win high diff. She is likely more skilled in Taijutsu than Kurotsuchi and has more exp , tho she'd have to adopt a different fighting style as the style she uses would get punished without CES , but seeing as she has a 5 in Taijutsu i'd assume that her raw skill and exp should allow her to do this after adjusting to Kurotsuchi's superior form. Due to CES Tsunade fights very reckless with heavy hitting one attempts and the physical attack manoeuvres she applies in combat easily leaves her open for exploitation.

Well Tsunade has shown skill in using her legs in taijutsu, do you think that could give her an upper hand?

When was this? all i remember her doing are heavy linear kicks. Straightforward and obvious movements like the ones she shown would get her punished by superior and much quicker counter-reactive Wing Chun Kicks.
