I'd say kurotsuchi, she's already shown a strength feat comparable to Sakura, all she needs is one mid long range jutsu to give Sakura trouble. If she's got jinton byakugo won't do anything for that

I think her entire arsenal is just more offensive and useful in battle.

I don't know if she wins against Sakura in battle but she is probably the better choice for combats.

She uses light weight jutsu not CES. Sakura strength is deadly superior.
Sakura has Earth and Water Release, but her Taijutsu is deadlier so she doens't need to use it.
Sakura is the hulk who can't die in battle, not to metion she has a invulerale acid spraying slug.

Kurotsuchi fought Kinshiki and forces him to his limit(movie/manga) while Sakura fought Shin and failed in the end. By merit Kurotsuchi is above Sakura.

Using that logic Sakura fought Kaguya and actually damaged her, and this wasn't even when Sakura was at her strongest. Kuro didn't do shit put get a hit in, it was a 1v1

And I showed him things killed using CES. The giant centipide, who is 100x durable than a human. And Sarada killed a Shin clone. people didn't die die right away because Sakura was questioning them or due to plot.
