No current female in the series is in charge of an entire village, entrusted with being a guardian and political figurehead nor are they in charge of the preventing threats both global and domestic. Her role alone requires responsibility, strength and guidance as her position as Tsuchikage is different from other villages. Iwa ninja obey the Tsuchikage's every command without hesitation

Explain to me how a Female capable of fighting outer-worldly beings whose also in charge of a military and village (this includes economy,political hold, tech advancements, and overall growth) isn't the strongest?
Unless the threat calls for it, Kurotsuchi wouldn't even leave her seat.
Naruto could realistically spam shadow clones and work the Shinobi missions by himself if he wanted to. But he has paperwork and unless people like momoshiki show up. He's not leaving his seat either.

Cell division can't grow back new limbs either but Byakugou does. Real world knowledge and rules can't always be applied to ficiton.
Byakugou is immortality. It's a regeneration technique which instantly negates the effects of any wound caused to the body. A wound which normally would result in your death is bypassed as long as Byakugou is activated. So is losing consciousness.
Tsunade gets blown away by Madara's Yasaka no Magatama, the radius of this attack also reaches her HEAD.

Hahahaha what? Comparing administration and position with battle strength. Laughable. That means Orochimaru is weaker than kazekage. Sasori is weaker than Kazekage. But its fact that both killed 3rd and 4th respectively.

-Anyone who knows basic biology knows that Byakugou isn't immortality. The manga alone shows what happens when you overuse it. Tsunade should realistically look the same age as Jiraiya and yet when shes out of chakra she looks damn near twice his age.
-Byakugou doesn't make you immune to being concussed or losing consciousness.

Tsunade limb regeneration is hype proven wrong by her being unable to regrow her legs. Anyways, bottom line stays the same: Byakugo = Cell division at rapid rate, which has no affect on a concussion. Come back when Sakura has feats of tanking force to her head.

Ridiculous thing is, the very thing which maintained her conciousness was byakugou as Madara gave praise to that thing after tsunade survived the crash. Normal shinobi crash into stone walls like daily business, and you tell me Sakura getting beaten by shit like that? Hell nah.

Stop being a troll. She didn't use Byakugou because she needed the remaining chakra of the seal to heal the Kages.
Byakugou negates any damage caused to the body. Sakura can't lose consciousness because the damage is instantly returned to a non damaged condition.
