Kurenai was Kishi's best, strongest kunoichi. She had genjutsu said to be on par with part one Itachi, she was handy with a kunai and she had a great character. Had she been given the development all the other jonin had, she would be up there with Kakashi and Gai as strongest jonin. She was fast and sneaky, and one of the most ninja like people this far.
