when hashi touched madara's lower half hagoromo said that because madara,hashi,and the ten-tails or rather nine-tails,indra and ashura chakra became one i was able to appear
in madara and hashi's fight you have madara vs hashi with kurama being controlled by madara
and with naruto vs sasuke kurama is sealed in naruto

kurama's chakra is a lot like indra's and being able to control it can awaken hagoromos chakra if it's mixed with both indra and ashura
naruto(ashura) now has full kurama and basically has a senjutsu of the six path mode without truth-seeking orbs because he doesnt use the other bijuus elements only full kurama
naruto+yang kurama=ashura+yin kurama=rsm with no tsbs
and hypothetical:
hashi(ashura)+madara(indra)=rinnegan+full kurama=tsb-less rsm with rinnegan
