I think kurama was waiting for naruto to break into full 9 tails state. Kurama knew that naruto had a hard time controlling his emotions so I guess he decided he would stick in naruto and wait for him to go berserk which is when he can come out of naruto and be free.

Ur probably right kurama could have but maybe the way minato sealed him had something to do with that remember the only way kurama seemed able to get out is by Naruto removing the sealing like how he was going to do against pain .
