You also forgot that having Kurama caused him to lose his parents which prevented him from being trained adroitly. Another thing is having Kurama also messed with his chakra control. Without it he wouldn't have needed clones to learn Rasengan and Rasenshuriken.

To answer your question, no. Sasuke was born an Uchiha, and all Uchiha are born with the ability to awaken the Sharingan. It doesn't take another being forced in your body to use that ability, it's completely natural for them to obtain the Sharingan. It's been in Sasuke's DNA and all his ancestors for a long time. The same is not the case with Naruto and his ancestors. Therefore Kurama is a free powerup by that definition. It depends how you look at it.

He won't have been able to learn rasenshuriken without clones though, Kakashi explicitly said it, it was a training only Naruto could undergo

Nothing in the manga suggest that each and every last Uzumaki can contain a Bijuu. And even if that was the case, Naruto was not born with Kurama. Sasuke was always born with the potential to use the Sharingan. They can't really be compared in this situation.

The fact that Naruto was destined to become as strong as he is today and that he is an incarnation of Ashura shows that Naruto was going to achieve this power before he was born. The fact that it happened doesn't negate that it was prophesized to happen.

Actually, not every Uchiha has the potential to unlock it, only the further evolved ones who were more closely related to Indra (or Ashura, I get them confused lol) if every uchiha could unlock the sharingan, then I don't think Itachi could mow through the whole clan with Obito like he did, we only saw a handful of Uchiha unlock the sharingan, 17 if I remember right (correct me if I'm wrong), whereas, we have only seen 5 uzumaki and 3 of them were jinchuriki, with the other two most likely being able to be jinchuriki as well, they are born with the potential to have the power bestowed on them, so long as the right conditions are present I.E. someone to seal the bijuu in them, just like the Uchiha have the potential to have the power bestowed on them given the right conditions I.E. someone to cause major stress to their life
