Power is the ability to control something, Naruto can control the 9 tails chakra so it is his power, just like a Summon is a Ninjas power as long as they can control it.

Nope, Naruto is powerful becuase he can use that power. Thats all that matters on a battlefield. Naruto trained how to use chakra arms and TBB, so thats also part of his power.

Long story short, you can be given great power and not be able to uuse it at all. Thats the reason why Madara aknowledged Narutos skill as Jinchuuriki.
