Kumogakure for characters?

Just wondering (Sorry if this has been posted before) but I noticed Village hidden in the clouds isn't an option for character choice, is there a reason for that and will it be available sometime in the future?

Sorry if I wasn't completely clear.
Example: you have Manga above your Ninja rank. I noticed Kumogakure isn't an option.

There is that option if you join the Kumogakure ninja village which has a tile that shows your from the hidden cloud instead of the status option below the name. The ones your referring to are abit old and not really further developed
