Can someone please tell me what Kumi is and what it does thanks

You get it from posts, either making or creating threads, and it's sort of a "money" system in Naruto Base, for example, next to your avatar in the top right of the page, it should say "Your NB bank account", this is a system which uses Kumi, in which you can either donate it to people, and Kumi overall is sort of a point system just to show certain people have been worthy of donation and / or have been here a long time so have more.

Just post posts or start new threads... You can also earn Kumi in contests.

Well, if you want someone to make you an avatar/sig, they may want payment for there work.
As for the other question, some sections, like chatterbox and so on don't give you kumi since they are off topic and spam sections.
