Kuma's ability is supposed to be able to push things at the speed of light, though the physics doesn't hold up at all. Kizaru is made of light, so Physics can go f*ck itself in his case.
I would say Kizaru is faster, because at least the physics checks out in his case. If Kuma was really moving at lightspeed, he would create a black hole. While Oda has taught me to believe anything is possible with the power of Paws, i don't think that is one of them.


In an actual fight, Kizaru wins easily, because Kizaru.

Kuma does not teleport for shit. Law does, not Kuma.
