Again not what I said. I can dodge anything moving at light speed if I am given ample time to move out of the way. If I am told to dodge a bullet and I know it will take 1 s before it is fired, I can move. Zoros reaction speed is equal to the speed of Kumas hands which I never said were light speed, only the air is.
Kuma can also reflect himself at light speed but has never shown an attack at light speed. Therefor in a fight kuma loses to kizaru who can attack at light speed, but kuma wins in a race because there is a much smaller delay in the time it takes for him to achieve light speed when traveling longer distances. Kizaru had only shown no delay while movin short distances so at longer ones it is natural he will do his charge up that he always show when trying to catch far enemies.
