Kotoamatsukami could force you into plucking out your Tsukuyomi eye and giving it to the Kotoamatsukami user so that he could snap you out of the Kotoamatsukami and then put you into your own Tsukuyomi Genjutsu.

Kotoamatsukami is a genjutsu, that can make the user do anything, and have him not realise that he is in a Genjutsu. Tsukuyomi on the other hand in a genjutsu that kills the enemy. It makes him appear as he is being pierced by swords or anything that the user desires to do, to the victim.

I'm going to say KA because it does not require eye contact, therefore there is no counter to it

Kotoamtsukami is the strongest genjutsu in the manga.

Bullshit, then tell me how Danzo won a Genjutsu battle against Kotoamatsukami using Izanami?

It was filler and Shisui wasn't serious because he was his seniour. He used low level sharingan genjutsu. He could've forced Danzo to commit seppuku if he wanted to.

Izanagi! the jutsu caster can freely manipulate the out come with in a fight, turning his disadvantage like it never happened and visa-verse
shisui used a genjutsu, but it never worked since danzo was using izanagi
+ shisui didn't use KA, he said it's only a genjutsu, you will be just fine
and it's not even Important If it was KA or not, the result would be the same, even the result would be the same if it was tsukuyomi

let's not forget it was a filler episode

no he couldn't, it doesn't matter if it was KA or tsuku or a susano arrow or kamui or a RS or CT or bijuudama or whatever
danzo was using izanagi

but I agree to you in general

It was filler, but it's also canon. These episodes are flashback which were not portrayed in the manga

Situational.

For Stealth Assassination, Torture or Interrogation, I'd go with Tsukuyomi.
For Espionage, an Insurrection or a Coup, I'd go with Kotoamatsukami.

KA is more potent, but not as good for battle considering that it is a once-in-a-decade oneshot and if you accidentally use it on a clone, it's over. It's not the best for battle, which is why Shisui wanted to use it for the coup.

Tsukiyomi is slightly less potent, but still powerful. You can use it multiple times as long as you have enough chakra. It's better for battle.

That and basically what AGoodBoy said. U_U They both are good for different things.

AGoodBoy and Chie said it best.

Tsukuyomi is better, overall.

KA is more absolute (especially in 1v1 situations), but less useful in 1v2 and up fights.

If you compare them evenly, I doubt danzo can use tsukuyomi by sticking itachi's eye in his socket, while he can use ka with sushi eye

So ka>>>>>tsuko still
