I don't understand how advanced uchiha abilities were "diagnosed"...esp when it is something like Kotoamatsukami of Shishui Uchiha. If it is an MS ability and can be used only once in 10 years, how did people find out he had it in the first place???

If he didn't, how would itachi know such thing?
it can't be danzo because danzo took shisui's eye right before itachi left the village. so itachi probably knows it through shisui

The kotoamatsukami is different from what Danzo used to manipulate Mifune, he didn't need Shisui's MS. It's just that Shisui was very skilled in genjutsu manipulation, let's say naturally good at that.
